Paint, I can't actually tell because of its border, and I know you can't make a border like that in paint.
There's nothing wrong with paint, but its pretty low-class.
Search google, it will have a lot of good programs
I use Fireworks 8, but I had to pay money. Now truthfully, your picture does suck. If whatever program your using has a zoom feature, you should do that.
